Mr. Babigumira William holds an MBA in International Business from Walden University and an undergraduate degree in Mechanical Engineering from Makerere University. William is a certified export marketing Consultant by the Centre for Promotion of Imports from Developing Countries (CBI) - Netherlands and a Certified Trade Advisor (CTA) and Certified ACCESS Trainer by the ITC/UNCTAD – Geneva. He is also a Board Member of the Leo Africa Institute. William worked with Uganda Export Promotion Board from the year 2004, where among others, he played a role in formulating Uganda’s first ever national export strategy in the year 2007. He concluded his public sector stint as Deputy Executive Director of the Institution in 2013 after that joining private consulting practice. His professional experience spans twelve years in Public and Private practice with extensive managerial and consulting experience in international business strategy, project design, implementation and industrial development. His consulting experience covers business diagnostics for the Manufacturing, Information Technology and the Agri-business sectors in East Africa and West Africa, covering investment advisory, export policy advisory, export strategy design and export value chain analysis, business policy advocacy and business counseling. Over his career, Babigumira has established an IT Consulting start-up firm, co-founded a Research Think Tank, managed the execution of major projects in the Public sector in Uganda, authored several papers on trade policy, export promotion, and enterprise competitiveness and participated in numerous trade and business policy dialogue meetings, conferences and events. He currently resides in Kigali advising the Rwanda Private Sector Federation on private sector development. William also offers trade and investment advisory services through his firm, Pentascope Strategy Consult (U) and Rwanda Ltd. Babigumira is married and a father of three boys aged 11, 5 and 3.
